According to PIIT President Andrzej Dulka, 2024 was a significant year for the future of the IT industry in Poland.
New regulations in the field of new technologies law represent another opportunity for greater development. Xawery Konarski, Vice President of the PIIT Management Board, emphasizes that the most important regulations concern internet intermediary services, AI, and data management.
What date will be crucial in 2025? Experts point to September 12. This is when regulations related to changing cloud service providers and the rights of Internet of Things (IoT) device users are set to take effect. This is when the EU Data Act comes into force, changing the rules for using the cloud and data across Europe. From that day forward, companies will need to adjust their systems and business models to comply with the new regulations.
The future of IT in Poland – a shortage of programmers
The figures are outstanding, but the forecasts regarding the availability of specialists are not so optimistic. According to a report prepared for the European Commission by Empirica, Poland has had a deficit of around 50,000 programmers for several years. Experts say that this gap can only be closed around 2030, provided that companies’ demand for Polish specialists does not grow faster than the supply of new employees.
That’s not all. As data from the Ministry of Science and Higher Education shows, the future of the IT market may also be hampered by the low number of graduates. On average, 12,000 to 14,000 graduates complete IT-related courses annually.
The future of the IT industry – new jobs are being created
However, despite everything, it is in Poland that the most jobs are being created. Over the course of four years, the number of specialists in Poland has quadrupled. In 2021, there were 393,000, while today (2025), the number is almost 452,000. Interestingly, it is estimated that this number will increase further in the coming years and surpass that of Spain or the United Kingdom.
Who will be hired?
There will undoubtedly be an increasing number of IT positions. The question is, who will have a real chance of being hired? According to Rafał Frątczak, IT application development director at Aviva, it will not be students, because there are not enough of them. Nor will it be seniors, but rather beginners, trained by the company or working in entirely different departments, such as finance, HR, or administration, who will move to a new industry.
Paweł Jabłoński from Aviva shares a similar opinion, emphasizing that success in IT is primarily determined by potential and determination. In his opinion, a well-designed training program can fully replace traditional degree programs.
The trend towards cybersecurity and cloud technologies
In addition to the well-known trend towards AI, cybersecurity, and cloud technologies are also gaining ground. More and more companies are moving more data to the cloud or migrating their entire infrastructure. Meanwhile, many of them remain in the legacy system, are not convinced about new technologies, or find the rebuild too costly. The future of the IT market also includes trends related to data analysis and game development. Interestingly, just a year ago (2024), most job offers appeared in the Game Dev category, while inquiries in the Data category increased by 3.6%. The highest salaries were recorded in the Fullstack category, which combines frontend and backend competencies (with an increase of up to PLN 2,500 on an employment contract at the lower end of the range).
